Why the Global Learning Gap Still Matters

Over the past two decades, global education systems have made significant progress in expanding access to schools. Millions of children who previously had limited opportunities to attend school are now enrolled in classrooms. Yet despite these gains, education experts around the world are increasingly raising concerns about a different challenge: the growing gap between attending school and actually learning.

According to the UNESCO Global Education Monitoring Report (UNESCO, 2023), approximately 250 million children and youth worldwide remain out of school. For those who are enrolled, the situation is not always much better. Many students attend school regularly but struggle to develop foundational literacy and numeracy skills that are essential for long-term academic success.

One of the most widely discussed indicators of this issue is “learning poverty.” The World Bank (2022) estimates that around 70% of children in low- and middle-income countries cannot read and understand a simple story by age 10. This statistic reflects a deeper global challenge: access to education has improved but learning outcomes have not always kept pace.

Recent analysis suggests that the scale of the issue may be even greater than previously understood. A 2025 update from the UNESCO World Education Blog noted that the global out-of-school population may be higher than earlier estimates and rising in some regions, highlighting the difficulty of ensuring both access to school and consistent learning outcomes.

As education systems look for ways to close these gaps, online tutoring and virtual K-12 tutoring programs are increasingly being explored as part of broader academic support strategies.

Learning Gaps Are Not Limited to Developing Countries

While the learning crisis is often associated with developing regions, recent research shows that learning gaps are becoming visible even in high-income countries.

In the United States, results from the National Assessment of Educational Progress (NAEP, 2022) show that around 40% of Grade 4 students perform below the basic level in reading, indicating significant gaps in foundational literacy.

Canada continues to perform relatively well compared to many countries, but warning signs are emerging. According to the OECD Programme for International Student Assessment (PISA 2022, published 2023):

  • About 18% of Canadian 15-year-olds perform below the baseline level of reading proficiency.
  • Mathematics scores in Canada have declined compared to earlier PISA cycles.

These findings suggest that even strong education systems must continually adapt to ensure students are developing the core skills they need to succeed.

Why Learning Gaps Develop

Education researchers point to several common reasons why students may fall behind academically, even when they attend school regularly.

Some of the most common factors include:

  • Missed foundational concepts – Students who fall behind in early reading or math often struggle with more advanced topics later.
  • Large classroom sizes – Teachers may not always have enough time to support each student individually.
  • Confidence barriers – Many students hesitate to ask questions when they feel they are the only ones struggling.
  • Interrupted learning – Pandemic disruptions and changing learning environments have affected many students’ progress.
  • Limited personalized instruction – Some learners simply need a different pace or teaching style.

When these gaps are not addressed early, they can grow over time and affect students’ overall academic confidence and engagement.

The Growing Role of Personalized Learning

Around the world, educators are recognizing the value of providing students with additional academic support that complements classroom instruction.

This is where online tutoring and virtual K-12 tutoring can play an important role. Smaller learning environments and targeted instruction often allow students to revisit foundational concepts and build confidence in areas where they may be struggling.

Programs that support student success often focus on:

  • Lower student-instructor ratios that allow more individual attention
  • Personalized learning plans tailored to each student’s academic needs
  • Live-instructor-led online learning rather than fully automated platforms
  • Flexible virtual learning environments that support different learning styles
  • Consistent academic support outside the classroom

At Progressive Learning Academy’s Virtual Learning Centre, this approach focuses on personalized learning through live-instructor-led online learning, where students work with experienced instructors in small groups or one-on-one settings.

Beyond Academics: Skills for the Future

Modern education is increasingly focused not only on academic achievement but also on preparing students for real-world challenges.

Alongside virtual K-12 tutoring, many learners benefit from programs that include skills training and workplace readiness development. These programs help students build abilities such as:

  • communication skills
  • problem-solving
  • critical thinking
  • collaboration and teamwork

These competencies are increasingly valuable for both higher education and future careers.

Programs that combine academic tutoring with workplace and soft skills training can help students develop confidence while preparing for the evolving demands of today’s workforce.

For older learners, adult education and pre-employment training programs can also provide important pathways for individuals seeking to strengthen their skills or transition into new careers.

Supporting Diverse Learners

Education systems today must support learners from many different backgrounds and circumstances.

Programs that provide inclusive learning support play a critical role in helping ensure that all students have access to meaningful educational opportunities.

For example:

  • English Language Tutoring (ESL) helps students strengthen language skills needed for academic success.
  • French Language Tutoring supports bilingual education and communication skills.
  • Targeted academic support for students with learning disabilities can help learners build confidence through structured guidance, repetition, and personalized instruction.
  • Partnerships with schools, community organizations, and Indigenous communities can help expand access to academic support programs.

Through these partnerships, organizations can offer comprehensive tutoring for schools and organizations, ensuring that learning programs align with the needs of students and communities.

A Changing Education Landscape

The data from global education organizations shows that improving access to education is only one part of the challenge. Ensuring that students are truly learning requires additional support systems that complement traditional classroom instruction.

Programs such as EXCEL tutoring memberships provide structured academic support that helps students stay engaged and build stronger learning habits over time.

Whether through online tutoring, virtual K-12 tutoring, skills training, or adult education initiatives, the goal remains the same: helping learners develop the knowledge, confidence, and skills they need to succeed.

Looking Ahead

As educators continue addressing the global learning gap, one lesson is becoming increasingly clear: many students benefit from learning environments that provide more individualized attention.

Approaches that combine personalized learning, targeted tutoring, and live-instructor-led online learning can help students revisit foundational concepts, build confidence, and stay engaged in their education.

At Progressive Learning Academy’s Virtual Learning Centre, students receive online tutoring, English Language Tutoring (ESL), French Language Tutoring, and skills training through small-group or individualized sessions designed to support different learning needs. Through partnerships with schools, organizations, and Indigenous communities, these programs aim to provide inclusive learning support that strengthens both academic skills and long-term educational outcomes.

As education systems continue to evolve, combining classroom learning with personalized instruction, tutoring support, and workplace skills development will likely play an increasingly important role in helping students succeed.
